A police spokesperson said the hostage negotiator was talking to a man who looked like he was in his 60s and wanted a peaceful solution to the situation.
People within the United Nations Headquarters were told to evacuate to their designated locations.
Police said the man was first found around 10:30 am on 42nd and 1st Avenues, just outside the United Nations’ Manhattan headquarters.
A video posted on social media showed a man walking around, perhaps carrying objects such as firearms, in front of the gates of the United Nations complex on 1st Avenue.
The gate was closed and the person did not appear to be trying to break through the security boundaries.
